WHO: All those involved in the care and protection of children.  Governments, policy makers, international bodies, organiztions, civil society, private sector, social and community workers.

WHERE: Global Relevance

WHY: These are the principle international guidelines on care and have been developed after extensive consultation.  They emphasize the responsibility of governments in providing preventative and family support services, as well as family based alternative care.  The Guidelines are ultimately intended for adoption by the UN General Assembly.
