Head of Programmes and Advocacy - Latin America and the Caribbean Region

Lumos is an international organisation working to end the institutionalisation of children globally by 2050. To achieve this aim, Lumos works in partnership with governments, UN agencies, civil society, communities, families, children, and caregivers to transform outdated and ineffective systems that drive families apart. Together with partners, Lumos replaces institutions with family and community-based services that provide children with access to health, education, and social care tailored to their needs. This support enables families to provide the care their children need to develop to their full potential.

The Head of Programmes and Advocacy in the LAC region will focus on four main strands of work:

1) Leading the advocacy and policy development work across the region;

2) Supporting the effective management of country demonstration programmes in Haiti and Colombia;

3) Supporting the delivery of high quality research, training and technical support across the region;

4) Establishing Lumos’ presence in the region.

Based in Panama (alternative locations would be considered), this full time role will report directly to the Deputy CEO and is responsible for overall operational delivery, policy development and advocacy in the Latin America and Caribbean region. The job holder will provide leadership across the region, oversee demonstration programmes, coordinate research and training, allocate resources/budget and work closely with HQ departments in the UK and international colleagues to build an integrated regional team.

Lumos is seeking a senior professional with child care reform experience who can confidently represent the organization in advocating for a child’s right to family based care at the highest level of policy making in the LAC region and who can also provide direct management/oversight for programmes in two demonstration countries.

This is an exciting role and requires an entrepreneurial mind-set to help establish Lumos’ presence in the region. The ideal candidate needs to be flexible, hardworking, a fluent English speaker and have experience of influencing across the region.

The role will require travel within the LAC region on a regular basis, some travel to the US and UK, and may require some additional international travel.
