INTRODUCTION
Decisions in the child protection context take place in a complex environment influenced by individual decision-makers, institutional resources and practices, demographic inequalities, and family responses. While some variation in decision outcomes are inevitable and desirable in order to respond to unique family and whānau contexts, the principles, logics and resources informing such decisions should be consistent. Where they differ too much, families in similar situations receive different responses, contributing to inequities and inconsistencies in decision outcomes. Both…
A study conducted by the Ministry of Health and Social Welfare (MoHSW) (2011) on assessment of the situation of children in institutional care in Tanzania indicated that there are more than 500 residential care centres. It is estimated that there are 40 residential care centres providing support to almost 2000 orphans and vulnerable children (OVC) in Dar es Salaam (MoHSW 2011). Unfortunately, in Tanzania apparently no recent nationwide comprehensive situational analysis has been conducted of OVC in various alternative care systems, other than a baseline survey on a situational…

Abstract
This qualitative study examines the role of older people (60 years and above) in fostering decisions for orphans and non-orphans within extended families in a rural Ugandan community heavily affected by HIV. Fieldwork conducted in 2006 provided information on the influence of HIV on fostering decisions through 48 individual in-depth interviews and two group interviews with foster-children and family members to develop detailed case studies related to 13 fostered adolescents. The adolescents included five non-orphans and eight orphans (five were double orphans because they had lost…

Abstract
Psychosocial deprivation is associated with the development of socially aberrant behaviors, including signs of disinhibited social engagement disorder (DSED). In longitudinal studies, signs of DSED have been shown to decrease over time, especially as children are removed from conditions of deprivation. What is less clear is whether signs of DSED in early childhood are associated with poorer functioning in early adolescence, including among children who no longer manifest signs of DSED at this age. In a sample of 136 Romanian children from the Bucharest Early Intervention Project (…

Abstract
Maltreated youth tend to enter into the juvenile justice system at younger ages than their non-maltreated counterparts. Early involvement in the juvenile justice system compounds maltreated youth's risk of adverse developmental outcomes, including serious and continued offending. This study prospectively examined risk factors of first time delinquency for maltreated youth between ages 9 and 14. Using integrated statewide administrative data from Minnesota, this study followed 5002 students with maltreatment histories in 3rd grade for their first adjudication of delinquency over a…
Abstract
Introduction
Compared to their peers, youth who leave the foster care system without permanency experience greater risks for adverse young adult outcomes, including homelessness, incarceration, substance abuse, and early child birth. Extant literature focuses on individual-level factors related to adversity. In this study, we estimated the impact of state and individual-level risk and protective factors on adverse 19-year-old outcomes among a cohort of U.S. transition age youth.
Methods
We used multilevel modeling to analyze prospective, longitudinal data from two waves…
