P4EC provides technical assistance which supports the national government to develop policy and legal reforms and technical and financial support to local authorities across Moldova to strengthen capacities to close down large-scale institutions and put in place effective gate-keeping mechanisms, family support and reintegration services, foster care services for children with disabilities and day care facilities as means of preventing separation. P4EC has piloted the closure of large-scale institutions for children with mental disabilities and developed the first practices for inclusive education, which were then used for the development of the National Programme for Inclusive Education (2011). P4EC has a record of closing down/reorganizing 21 large-scale residential care institutions in the RM. P4EC follows a complex approach in shifting from institutional to family-based care involving much more than closing down large-scale institutions and moving children to family settings. It involves the development of a range of systems and services aimed at preventing child-family separation; targeting cash transfers towards the most vulnerable families with children; establishing gate-keeping mechanisms; development of family-based alternative care services and closure / transformation of residential institutions. The process also implies strengthening the mainstream educational system to provide individualized support to deinstitutionalized children and children with special educational needs in order to facilitate inclusive education thus preventing child-family separation due to educational reasons
