De-institutionalisation of Services for Children in State are in Ireland: A Case Study of International Relevance

This paper describes Ireland’s successful implementation of a policy of de-institutionalization of out-of-home care for children. The paper outlines the de-institutionalization process in Ireland and offers possible lessons it can offer to the international community. The paper provides a brief historical context, presents a description of Ireland’s move from institutional-based care to family care, explains how the current system operates, and highlights some of the remaining challenges and issues in the child welfare system. The paper also features some of the critical policy developments made in relation to children’s care.
