"The number of children in Romania’s orphanages has plummeted from more than 100,000 to about 7,000, with a goal of closing all the old-style facilities by 2023," according to this article from the Associated Press. The article describes the terrible conditions of Romania's orphanages prior to 1989 and how efforts have been made since then to reintegrate children into families, and improve conditions for those still in institutions.

Similar efforts have been made in Bulgaria, Georgia, Moldova, China, and Rwanda, says the article. The article examines how care reform and deinstitutionalization is faring in Eastern Europe, Asia, Africa, and the Americas.
