Gatekeeping is a term to describe a mechanism, process or specific steps involved in making care-related decisions for children at risk of, or already denied, adequate parental care. Background
Cross-sectional analyses have identified factors associated with the decision to provide continued child welfare services. Determinations that children are at risk of maltreatment have been found to influence investigative decision-making in Ontario, over and above all other family and case characteristics.
Purpose
This study uses longitudinal administrative data to assess the decision to transfer a family to ongoing child welfare services within twelve months of an initial investigation.

Child welfare standards of care emphasize service planning that provides an opportunity for meaningful participation of youth, caregivers, and family members. For youth who are at high risk for multiple moves while in foster care, participatory service planning can be difficult to achieve. This research focused on a statewide program that uses team decision-making meetings to identify needs and plan services for youth who are at risk for instability while in foster care. Zambia’s HIV prevalence is currently estimated at 11.1% among adults aged 15–49 years and 1.1% among children aged <15 years20. The Zambia National HIV/AIDS/STI/TB Council estimates that 10% of Zambia’s population (over 1.3 million children under age 18 years) are at high risk of being orphaned or vulnerable due to the impact of the HIV epidemic. The tips in this guidance should be considered to ensure gatekeeping procedures continue to remain effective or in some cases are strengthened during the COVID-19 pandemic. The end goal is to prevent the unnecessary separation of children from their families, to ensure the child is safe if separation does occur, and that temporary alternative care options utilised are those which best respond to the unique needs and situation of each child.
