Introduction
Disability Rights International (DRI) carried out two investigation trips to Baja California, Mexico, in November 2018 and February 2019. DRI was accompanied by the Human Rights Commission of the Mexican State of Baja California (CEDH) and visited four residential, private institutions for children and adults – including migrants - with disabilities. In these institutions DRI found grave instances of torture and abuse, including use of prolonged restraints and isolation rooms. Particularly worrying was the high death rate of children with disabilities at an institution near…
Abstract
The article examines from a comparative perspective how Sweden and Germany reacted to the unprecedented increase in unaccompanied asylum-seeking children (UASC) in 2015. Concretely, it analyses on the basis of Windrum’s taxonomy of public-sector innovation what kinds of generic and context-specific policy instruments have been developed for this particularly vulnerable group and discusses whether and to what extent prevailing welfare-service organizational arrangements have changed in the two countries since 2015. By illustrating the reactions of two countries, the study shows…
Abstract
Deinstitutionalization reforms in the post-Soviet region—the region with the highest rate of institutional care worldwide—are aimed at reducing the number of children in institutions. To develop context-specific gatekeeping strategies and prevent new cohorts of children from entering institutions, it is crucial to understand the local factors that contribute to institutional placement. Using a phenomenological approach, this qualitative study explores the contexts of institutional placement of children in Azerbaijan from their caregivers' perspectives. We conducted semi-structured…

This chapter will help the reader to understand the design and outcomes of the foster care system in the USA. The first half explores the historical roots and modern structure of the foster care system, beginning with legal efforts to keep children safe in the early 1600s to the creation of the current form through the enactment of Child Abuse Prevention and Treatment Act (CAPTA) of 1974. It next examines the children placed in foster care, placement options, and the outcomes for these children, with a deeper dive into educational outcomes. The second half describes federal…
This chapter from Former Foster Youth in Postsecondary Education focuses on the transition point when youth begin to age out of care and may move into postsecondary education. Specifically, we look at the services youth received (in or out of care) as well as outcomes with respect to employment, financial assistance, and education. We also provide a partial picture in this chapter of who goes to college and, among those who go, where they go nationally. We draw on three datasets to illustrate the social, personal, and economic challenges faced by former foster youth (FFY) in…
This INEE Guidance Note addresses a gap in the tools that are currently available to educators and professionals operating in emergency and crisis contexts. Although many resources specific to psychosocial programming exist, including the foundational guidance for the humanitarian sector referenced in this document, INEE members working in contexts as diverse as the Ebola crisis in West Africa, the aftermath of the Nepalese earthquake, and the ongoing Syrian crisis expressed a need for PSS guidance that was specifically oriented to the education sector. This INEE Guidance Note encourages more…
Abstract

This study aims to gain greater insight into the effects of training on the skills of these professionals.
We conducted a systematic literature review using the PsycINFO, Eric, SocIndex and Academic Search Premier databases. Within the 12 studies retrieved, the outcomes of nine different training programme were examined. These nine training…
The general objective of the project "Children Come First: Intervention at the border" is to strengthen the system of protection and reception of migrant children arriving in Italy, whether they are separated or accompanied by their parents.

Abstract
Purpose
Children and adolescents living in youth welfare institutions often have a below average quality of life (QoL), for reasons that include developmental difficulties, history of traumatic experiences, and mental disorders. Youth welfare measures are needed that would have a positive impact, but there is a lack of longitudinal research on which measures are most effective.
