In 2006, the Ghanaian government, in partnership with UNICEF, began to reform the child welfare system. The main aim of this reform was to provide a sustainable and culturally appropriate system of care for children without parental care by shifting from an institutional-based model to a family- and community-based one. In the Philippines, large-scale overseas migration has raised concerns about left-behind children, who are perceived to be most affected by the absence of fathers, mothers or both. Without their ‘real’ parents (especially mothers) to rear and guide them, left-behind children are perceived to bear the brunt of the social costs of migration. Based on data collected from a 2003 nationwide study, this article examines how left-behind children (specifically those aged 10–12 years old and adolescents) cope without their migrant parents. This Policy Brief focuses on children living in the remote areas of Uganda and looks at the challenges these children face in attaining their rights to survival, learning and protection. Crucially, this Policy Brief also sets out what the Government can do to help overcome these challenges - to reach Every Last Child in Uganda. In its section on protection, the policy brief discusses the problems of violence against children in remote areas of Uganda, among other issues such as child labor and child marriage.
This report is aimed at outlining strategies for preventing and responding to violence in the lives of children. The report is intended for policy-makers and decision-makers who can carry out these strategies.
