Rights of Children in Institutions

On the basis of national replies to a questionnaire on the implementation of the Rec (2005), this report provides an assessment of the current situation with regards to rights of children in institutions in 42 Council of Europe member states. It identifies progresses and gaps in the different geographical areas, gives important policy recommendations to member states and draws specific attention to issues such as: the elaboration of National Minimum Standards of Care, the independence of monitoring systems and the right to individual after-care support.

National replies to the questionnaire were provided by members of the European Committee for Social Cohesion (CDCS) and the Committee of Experts on Social Policy for Families and Children (CS-SPFC) and purported to reflect on the influence of the Recommendation, its value as an international tool for furthering children’s rights as well as to provide member States with the opportunity to disseminate information on good practices.
