The text of the Global Compact for Safe, Orderly and Regular Migration, was finalized 13 July 2018. This is the first time that Member States of the United Nations have come together to negotiate an agreement covering all dimensions of international migration in a holistic and comprehensive manner. The agreement will be formally adopted by Member States at the Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration, which will be held in Marrakesh, Morocco, on 10 and 11 December 2018. Ms. Arbour will serve as the Secretary-General of the Conference.

The Global Compact forms a basis to improve governance and international understanding of migration, to address the challenges associated with migration today, and to strengthen the contribution of migrants and migration to sustainable development. The agreement highlights the need to ensure the protection and best interests of the child, including in regards to detention. Section 29.h. of the document reads:

Protect and respect the rights and best interests of the child at all times, regardless of their migration status, by ensuring availability and accessibility of a viable range of alternatives to detention in non-custodial contexts, favouring community-based care arrangements, that ensure access to education and healthcare, and respect their right to family life and family unity, and by working to end the practice of child detention in the context of international migration.
