Subject to Whim: The Treatment of Unaccompanied Migrant Children in the French Hautes-Alpes

This report is based on research in the French Department of Hautes-Alpes between January and July 2019 in which Human Rights Watch researchers interviewed fifty-nine boys, one girl, and one adult man who had recently turned 18, all of whom had migrated to France unaccompanied. The report outlines the flawed age assessments used by French authorities, which Human Rights Watch determines are in violation of these children's rights. The report includes recommendations to police, courts, and government.
