Street Children and Juvenile Justice - Recommendations

General recommendations for addressing street children in the context of juvenile justice. The recommendations are taken from the book An Outside Chance: Street Children and Juvenile Justice – An International Perspective. Recommendations span a range of aspects within the juvenile justice system, including prevention, arrest, pre-trial detention, remand, diversion, trial, detention, and reintegration.

Although the recommendations apply mainly to governments they will be implemented in partnership with the other actors in the justice system, including police, social services, probation, lawyers, judiciary, staff in institutions, community – including NGOs, media and academics. The specific recommendations for different stages of the system are shown in a following table, indicating specific actors’ responsibilities.
