Ending the Institutionalisation of Children Globally – the Time is Now

In the attached document, Lumos reports that 8 million children worldwide are in institutions globally.  Research demonstrates that children in institutions face significant harm, including abuse and increased likelihoods criminal records and criminal activity.  EU funding is vital to ending institutionalization.  In the past, funding has focused on renovating institutions.  Funding should instead focus on programs that transition children out of institutions.  This should be considered a human rights priority as it is a problem that reaches beyond bounds of Europe.
