This position paper from Opening Doors for Europe's Children explains the position of the organization in regards to the EU's Multiannual Financial Framework and the measures within it to support or inhibit the transition from institutional care to family-based care of children. Opening Doors welcomes and affirms many aspects of the Framework that recognize the importance of reforming child protection systems and providing more support to children in alternative care. However, the organization also expresses its concern in regards to other features of the Framework which will not ensure the rights of all children in the EU to family care. The paper concludes with three key demands to the European Union in their preparation for the next Multiannual Financial Framework.
