Towards a stronger economic evidence base to support child protection reform: from institutions to family based care and community level services: Submission to the UN OHCHR Report on Better Investment in the Rights of the Child

Eurochild, Hope and Homes for Children and SOS Children’s Villages

Eurochild contributed to the UN Office of the High Commissioner for Human Rights' report “Towards a better investment in the rights of the child” with a joint submission with Hope & Homes for Children and SOS Children’s Villages International. The paper discusses how institutional systems cumulate violations of children’s rights, and addresses the multiple barriers to investing in the transition from a system of institutional care to a system of family-based care and community level services. The authors identify the need for a better understanding of financial frameworks underpinning both systems and for how they can support and provide incentives for deinstitutionalisation.

A key puzzle piece in building a stronger economic evidence base to support the transition from institutionalised to family-based and community care is a framework that will allow for the mapping of funding streams that go into the child care system, and to calculate the economic value of the broader social return on investment. The submission also formulates recommendations towards both governments and private donors to ensure funding streams support a transition from institutionalised to family-based care.
