Abstract:
“Terms and phrases such as ‘universality’ and ‘leave no one behind’ have come to characterize the global discourse on the Post-2015 Development Framework. But who is actually being left behind and why? What targeted policy measures should national and international development actors consider in order to correct social disparities and accelerate progress towards ambitious 2030 Development Goals? In this paper, SOS Children’s Villages demonstrates how children who lack or are at risk of losing parental care are highly vulnerable to various forms of poverty and inequality. The paper proposes operational strategies for action as well as targets and indicators designed to monitor progress among these children. The argument builds on evidence provided by SOS Children’s Villages’ programmes in over 100 countries, international literature, and consultations with thousands of children around the world.”
