This paper was presented at the XVI April International Academic Conference on Economic and Social Development in Moscow on 8 April 2015. The paper outlines a research project analyzing ongoing foster care reform in Russia in the context of the country’s new family policies. The paper examines recent developments in national and regional child welfare programming in the country, particularly foster care programs, and presents a research plan to further investigate these programs. “Accurate research is needed to map the complex whole of the situation of child welfare in Russia,” say the authors, so as to identify the direction in which the system is headed and the ideology upon which family policies and reform are built.
