The NGO Working Group on Children without Parental Care gave the following presentation in discussion of the UN Guildelines on Alternative Care. Their discussion addresses the primary role of the guidelines to support efforts to preserve or re-establish the family unit and where this is not possible or in the best interests of the child, to identify and provide the most suitable forms of alternative child care under conditions that promote the child’s full and harmonious development.
The presentation explores the intended use of the guidelines to assist and encourage governments to assume their responsibilities and obligations in these respects as well as to be made known to all concerned with child care, in both the public and private sectors and at all levels, and to be taken fully into account by them in their policies, decisions and activities.
