Final Report: Children in Moldova are Cared for in Safe and Secure Families Project

This final report presents key learning, findings, and results of the “Children in Moldova are Cared for in Safe and Secure Families” (Children in Moldova) project. The Children in Moldova project's goal was to improve the safety, wellbeing, and development of highly vulnerable children, particularly those who were living without adequate family care. The project worked to ensure that:

1) across Moldova, 100,000 children who were at risk of losing family care, living with seriously inadequate family care, or outside family care had increased chances to stay with their strengthened families or be placed in appropriate, protective, and permanent alternative family care;

2) 4,000 children were prevented from being separated from their families in 11 districts; and

3) 3,000 children who were outside family care in five districts lived with safe and nurturing families.

Children in Moldova provided structured support to the national and local authorities to apply a systemwide approach to strengthening and preserving family care and providing adequate alternative family care to children.

This final report outlines the activities and approaches of the program; its main achievements; key learning, results and successes; and the major challenges of the program. The report reviews the program's objectives and the activities associated with each aim and provides an overview of the project's monitoring and evaluation.
