A Proposal to Eliminate a Black Market for Children

This article from the Case Western Reserve Law Review journal in the United States presents a proposal to reduce, and ultimately eliminate, the rehoming of adopted children in the United States. The article describes rehoming as “a procedure where adoptive parents transferred the custody of their adopted child, without any oversight by any authority or government agency, through a power of attorney.” The proposal presented in this article seeks to “(1) [reduce] the rehoming of internationally adopted children through federal legislation that increases the responsibilities of adoption service providers, and (2) [reduce] all instances of rehoming by modifying existing federal legislation to cover instances of rehoming.”
