Abstract

Factors that contribute to disproportionality and disparity are complex and at the micro, mezzo, and macro level. This chapter from Racial Disproportionality and Disparities in the Child Welfare System focuses on the macro level exploring the child welfare system as an explanatory factor using a critical race theory lens. The disproportionality and disparities for children and families of color is explored through reflection on the history of child welfare and children of color as well as current policies and practices. The importance of agency and child welfare leaders to identify and use resources to become a more culturally responsive and inclusive organization is highlighted.
