This framework outlines what the Key Assets team understand by quality family based foster care and recognises the collective responsibility to promote the rights of children worldwide. It is underpinned by the organization's commitment to making a positive and lasting difference to the lives of children who, for many and varied reasons and for differing lengths of time, are unable to live with their parents. Seven standards for providing quality foster care are outlined in this publication:

Each standard includes an outline of the responsibilities of the child, the foster carer, and Key Assets as an organization to achieve the desired outcomes.
