This paper reviews the development, behavioral, and mental health of children in foster care, including prevalence of and screening for developmental delays and mental health conditions, barriers to services, needs of foster children in the school system, the relationship of placement instability to behavioral health, and trauma-informed care. The paper concludes with a short section of recommendations.
