This manual outlines the policies and procedures subscribed to by Holt International Children’s Services in implementing the Temporary Family Care (TFC) Program in Romania.
The policies and procedures represent practices considered to be desirable in providing foster family care to children. They form the basis for examining current foster care practices for this agency in Romania.
This manual represents an overview of the project’s foster care guidelines. It can also serve as a useful reference for social assistant practitioners and other agencies interested in implementing such a program in Romania. It can be further expanded and enriched as the TFC program continues to evolve within the Romanian child welfare system.
