This article discusses the evolution of foster care to provide services specifically targeting children with behavioral and emotional problems. Originally treatment was compartmentalized between foster care, residential programs, and the justice system. The article also includes discussion of program models in treatment foster care and outcomes, while citing a significant lack of research studying the effectiveness of such models.
