This publication from Lumos describes the institutionalization of children the world over and its impacts, calling for an end to institutions and highlighting some of the particular groups of children who are most deprived of liberty. It discusses the harms of institutionalization, why children become institutionalized, the scale and cost of institutionalization, and more. The report also describes how and why certain groups of children are disproportionately institutionalized or placed into residential care, including children with disabilities, children from minority communities, abused and neglected children, trafficked children, children in contact with the law, and unaccompanied refugee and migrant children. The publication concludes with a reference to a UN-led global study on Children Deprived of Liberty and recommendations for the European Union and other actors to address children's deprivation of liberty.
