Assessing Canada’s changing migration policy for migrant care givers

The University of Toronto presents "Assessing Canada’s changing migration policy for migrant care givers," a presentation by Monica Boyd. The event will take place 23 Feb 2016, 12:30pm - 1:30pm at the University of Toronto (Room 221/223, Level 2, John Goodsell Building, UNSW Kensington). Professor Boyd will assess changes in Canada’s migration regime that governs the admission of migrant workers for care, providing a short review of past programs and briefly outlining the structure of the Live-in Caregiver Program (LCP) in effect between 1992 and 2014. Unlike many migration regimes for the flow of domestics, the LCP is notable in that transition from temporary to permanent status was possible; indeed, the recent flows of immigrants and their children from the Philippines reflect over two decades of migrating women for the purposes of care. However, this program was not without problems, particularly for care workers, and during the early 2000s regulatory changes were implemented to address some of these issues. A major regime shift occurred on December 1, 2014 when the existing Progressive Conservative government dismantled the LCP. It was replaced with two new pathways, which have the potential to return the program governing the international migration of care workers to a temporary worker program in Canada. The new program is still in its infancy with the remnants of the LCP still operational for earlier applicants; the presentation overviews how the future recruitment of workers for care may, or may not, represent a doorway for permanent residency.
