Catholic Relief Services is seeking a qualified candidate for Capacity Building Technical Director (CBTD) for an anticipated USAID funded program on Comprehensive Care for Children Affected by HIV and AIDS (C3). The C3 project provides a central mechanism for bringing together the technical expertise needed to increase the capacity of program implementers and key actors within systems of care and support and enable them to effectively address the unique and multi-faceted needs of children in the HIV epidemic.
Key responsibilities of the Capacity Building Technical Director are preparing regional and local organizations to provide TA, ensuring that programs employ Quality Improvement approaches for service delivery, and supporting protective legislation, policies, and regulations. Specific responsibilities include identifying and supporting local Centers of Excellence (COEs) and Technical Service Organizations (TSOs), as well as identifying and facilitating use of a range of relevant capacity building tools.
Qualifications include: a Masters degree or higher in Social sciences, public health, public or business administration, demography, or a related field; demonstrated expertise developing and implementing current capacity building techniques and tools; technical experience in the areas of orphans and vulnerable children, HIV/AIDS, capacity building, systems strengthening, service delivery and child welfare; and a minimum 7 years professional experience working in a development setting.
