The IRC is co-lead of the Child Protection Case Management Task Force (CMTF) under the Alliance for Child Protection in Humanitarian Action, and a core member of the Child Protection Information Management System (CPIMS) Steering Committee). Following the development of the Child Protection Case Management Guidelines and training materials, the Child Protection Supervision and Coaching Toolkit, and other key materials, the IRC in conjunction with the Case Management Task Force will design, develop, pilot and disseminate specialized capacity building resources for caseworkers and supervisors that go beyond the foundational training package to create a graduated training model. Additionally, with the launch of Primero CPIMS+ V2, IRC will provide support to roll-out the system at the country-level to improve information management for child protection case management practices.

JOB OVERVIEW/SUMMARY

Given the ambitious work plans of both these global technical groups over the next few years and the strategic importance of IRC’s role and representation on both the CMTF and the CPIMS SC, the IRC is seeking a Child Protection Case Management Specialist to support with the development of specialised capacity building resources and competency tools. 

In this role, reporting into the Senior Technical Adviser for Technical Innovation and Emergency Response, you will coordinate with the Child Protection Technical Advisor, and lead the implementation of specific activities within the CMTF work plan through to the end of 2022. You will also support with the overall management of the grant at technical unit level, including reporting, activity planning and budget expenditures.

MAIN RESPONSIBILITIES

Resource Development:

  • Design and develop specialized child protection case management resources through a participatory process that improves the delivery of child protection case management services and increase caseworkers/supervisors knowledge and skills
  • Develop a competency framework and tools for the graduated training model
  • Coordinate with a technology firm on the development of interactive learning tools and online distance learning platforms

Field Testing and Dissemination:

  • Field test the materials in three countries, in collaboration with CMTF agencies, directly with caseworkers/supervisors and incorporate feedback from field testing into the final resources
  • Organise three global workshops to design, develop and disseminate resources in collaboration with CMTF agencies

Coordination:

  • Lead an interagency, participatory process for resource design
  • Create a technical advisory committee within the CMTF to support the review of the resources
  • Participate in (and potentially co-chair) CMTF meetings and follow up on activities as requested by the Child Protection Technical Adviser
  • Ensure close collaboration with the CPIMS Specialist on information management system roll outs

Grants Management:

  • Develop work plan and budget spending plans
  • Regular review of BvAs and project spending
  • Draft programmatic donor reports
  • Feed into communications with funding donor

PERSON SPECIFICATION

  • Some demonstrable experience of implementing child protection case management programs in relevant humanitarian contexts, including acute emergencies
  • Advanced knowledge and expertise in the field of child protection in emergencies case management
  • Demonstrated ability to develop child protection capacity building resources and competency tools
  • Excellent organizational skills: the ability to track and follow-up on various efforts
  • Excellent analytical and writing skills: the ability to draft briefs, reports, and technical training materials
  • Good interpersonal skills: the ability to successfully interact with a diverse group of people
  • Flexible approach to work: self-motivated with the ability to effectively learn and work in an inter-agency environment
