Section Overview:
The Children and Families Section aims for children to be protected and supported to remain within or return to their families and communities. Operating five programs across three provinces the section has a multi-focus approach to supporting communities identify and address their issues; building self-sufficient families and communities than can support each other into the future. The section operates a number of programs supporting families who experience violence, child protection issues, family separation and who come into conflict with the law. These programs are multi-year programs supported by international donors and foundations.
Position Role & Responsibilities:
Reporting the Program Coordinator, the Community Development Project Officer (CDPO) works directly with community members, local authorities and sub-national mechanisms implementing all relevant program activities such as mapping and identification of local support mechanisms; community consultation (PRA); training and capacity building; community awareness raising events; building links, connections and networks of support; and assisting with monitoring and evaluation.
The CDPO position is based Siem Reap with frequent travel across the broader provincial area required. TLC employees are offered a competitive salary based on experience. The package also includes savings scheme, health and accident insurance, and a telephone allowance.
Key Responsibilities:
- Engage and liaise with key stakeholders, particularly Local Government Authorities, Sub-National Committees, community members and other NGOs, in order to build and maintain strong community relationships
- Utilise TLC’s Participatory Rural Appraisal (PRA) techniques in conducting community consultations and to assist focus Communes to identify and prioritise their social challenges and issues and drive program activities through a Community Development Action Cycle.
- Develop and conduct all community training, capacity building and awareness raising events.
- Assist Program Coordinator in preparing program work/action plans and annual budgets.
- Assist Program Coordinator in gathering information for relevant donor and annual reporting and monitoring and evaluation activities.
- Identify and implement improvements to help the program achieve its stated aims and objectives.
This position may also require additional tasks at request of TLC Senior Management
Role Requirements:
Qualifications & Experience:
- University Degree, Diploma or equivalent in a relevant field from a tertiary institution
- Minimum of 2 years experience in a similar community development/project officer role
- Experience working in the field of community development, rights and empowerment and/or children & families including conducting training and workshops
- Experience working in an international organization within donor funded programs
Functional Skills:
- Ability to use initiative and work autonomously
- Flexible and able to function within a dynamic work environment, re-adjusting and re-prioritizing tasks when needed
- Proficient in MS Office; Word, Excel, PowerPoint and Outlook
- Advanced level of written and spoken Khmer
- Strong presentation skills
- Strong interpersonal and communication skills, including the demonstration of sensitivity to and appreciation for diverse viewpoints and different communications styles in a multicultural environment
