Consultancy – Child Protection in Emergencies and on Disability Inclusion in Emergency Programming, EAPRO, Bangkok, Thailand

The Child Protection Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical support to Country Offices in the East Asia and the Pacific Region and the Regional Office on child protection in emergencies and on disability inclusion in emergency programming. 

Background:

The East Asia and the Pacific Region is the most disaster-prone region in the world – 43% of natural disasters occur in the region and fatalities from these disasters account for 74% of the total worldwide. The region is also home to a number of protracted conflicts and parties in two countries are listed under SC1612. Children are the hardest hit by conflict and disasters. They face multiple protection issues, including separation from their families, and are at heightened risk of violence, exploitation and abuse. Children may suffer life changing injuries, as well as psychological harm, as a result of disasters and conflict. Children with disabilities are particularly at risk, including of death and injury, separation and abandonment - the rate of mortality of people with disabilities during the disasters is more than double as compared to the general population. Children with disabilities often struggle to access basic services in the face of an often disability blind emergency response, in addition to struggling to access the specific services that they need, including rehabilitation and assistive devices.

Work Assignment:

Under the guidance of the Regional Adviser on Child Protection and in consultation with the Regional Emergency Adviser, the consultant will:

  1. Provide immediate remote and in county technical support for emergency affected countries on CPiE and disability-inclusive humanitarian programming
  2. Support countries to strengthen their emergency preparedness capabilities internally and with Government and UN/NGO partners in CPiE and disability-inclusive humanitarian programming
  3. Support the regional office on disability inclusion in emergency preparedness, response and recovery at RO level
  4. Source and expand the internal and external regional rosters for CPiE and for disability inclusion in emergencies
  5. Build the capacity of UNICEF staff and country offices on CPiE through a combined approach of training, workshops/simulations and stretch/shadowing assignments
  6. Develop a CPiE training course for Child Protedtion staff in the region and facilitate the training
  7. Strengthen knowledge management on CPiE and disability-inclusive humanitarian action in the region
  8. Strengthen the aspects of disability inclusion in Humanitarian Needs Assessments, Response Planning and Humanitarian Performance Monitoring
  9. Support the roll-out of the IASC guidelines (forthcoming) and UNICEF guidance on inclusion of children with disabilities in humanitarian action and monitor its use
  10. Support capacity of UNICEF and partners in Inter Cluster Coordination groups to strengthen evidence and data collection and disaggregation on disability
