Consultancy: To support the development of a child sensitive operational manual for the reintegration of children and their families

The purpose of this assignment is to develop an operational manual on programme design, implementation and monitoring of child sensitive reintegration assistance programmes for returnee children and families. The guidance is conceived as a hands-on tool on how to integrate appropriate reintegration practices for returnee children into wider social welfare system strengthening efforts. The operational manual will target national authorities involved in the provision of reintegration-related support at various levels and stages, including child protection actors, migration authorities, other line ministries/local service providers and development partners. The manual is required to cater to the needs of children overall, including unaccompanied and separated children returning to their families, legal guardians and caregivers, children returning with their families to their countries of origin, as well as children whose parents migrated and have returned. Age and gender-specific considerations will be adequately considered as relevant.

The development of a child sensitive operational manual for the reintegration of children and their families is proposed as part of the IOM project ‘Operationalising an Integrated Approach to Reintegration’ (ORION). The ORION project is part of the ‘Safety, Support and Solutions on the Central Mediterranean Route programme’ which seeks to address unsafe migration and protect migrants from harm along the way. This will complement efforts under UNICEFs programme ‘Strengthening Multi-Sectoral Prevention and Response to Violence, Abuse and Exploitation of children on the move’, which aims to better understand and respond to the particular vulnerabilities of migrating children and their families.  The developed manual will complement IOMs reintegration handbook and adopt the guiding principles of the Convention on the Rights of the child.

The consultant will be part of and report to the Child Protection Section, Programme DivisionWithin the Child Protection Section, the Consultant will receive day to day guidance from the Child Protection Specialist, Migration under the overall supervision of the Senior Adviser Child Protection. The consultant will also work closely with IOM’s Assisted Voluntary Return and Reintegration (AVRR) Unit at the Geneva HQ, UNICEF’s Migration Unit in the Programme Division, the Migration Task Team-NYHQ, relevant UNICEF Regional Offices and country office colleagues. The consultant will seek additional input from the Health Section, the Social Policy Section and field offices as necessary to achieve the purpose of this assignment.
