Job Description
The Senior Technical Advisor: Children in Adversity assists with the administration of USAID’s Displaced Children and Orphans Fund, as well as the U.S. Government Action Plan on Children in Adversity (APCA) more broadly. Public Law 109-95: The Assistance for Orphans and Other Vulnerable Children in Developing Countries Act of 2005 (PL 109-95) calls for a comprehensive, coordinated, and effective response on the part of the U.S. Government to the world’s most vulnerable children, and for USAID to house the U.S. Government Special Advisor on Children in Adversity. PL 109-95 also requires an interagency strategy to guide the diverse portfolio of assistance for children that is channeled through more than 30 offices within seven U.S. government departments and agencies. The Senior Technical Advisor will support the Special Advisor to fulfill the legislative requirements set forth under Public Law 109-95, particularly interagency coordination, the implementation of a whole-of-government strategy, and the promotion of partnerships that seek to improve the wellbeing of children in adversity.
The responsibilities of the Senior Technical Advisor include: program design; technical review of proposals and technical documents; project monitoring and assessment; communication with USAID personnel, grantees, technical experts, and the general public; report writing; situational analysis; and ad hoc tasks. Some international travel required.
