UNICEF Pacific is seeking an international consultant for Child Protection System Policy Development for Pacific Island Countries and Territories. The Consultant will provide technical assistance to develop the policy and coordination framework for child protection system strengthening in selected Pacific Island Countries and Territories (PICT’s), through a participatory process. This framework includes (i) the establishment of a strategic national multi-sector multi-stakeholder coordination mechanism with terms of reference; (ii) a comprehensive child protection policy, including a child and family welfare system design and human resource strategy, and the roles of each of the five key sectors (social welfare, judiciary, police, health and education) as well as families, communities and civil society organisations, in prevention and response; (iii) a costed multi-sector multi-year plan, starting with the child and family welfare sector, to implement the child protection policy; and (iv) sub-national multi-sector multi-stakeholder operational coordination mechanisms with inter-agency guidelines and referral pathway.
