Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. IRC’s current programs in Jordan focus on urban interventions in the north that address gender-based violence specifically violence against women and girls for Syrian refugees and host community members as well as reproductive health care to Syrian refugees through two clinics based in Ramtha and Mafraq, and having mobile outreach health teams in both Mafraq & Irbid, and Economic Recovery & Development program. In 2013 IRC also started with child protection programming addressing the needs of unaccompanied & separated children (UASC) and alternative care arrangements in Zaatari and Azraq camps.
Job Overview/Summary: The Child Protection (CP) Manager will be responsible for all aspects of program implementation, including monitoring and evaluation of all CP activities within the Jordan program. The CP manager will also ensure that the interventions are in line with international best practices, and are appropriately addressing the needs of beneficiaries in targeted communities. The CP Manager reports directly to the Field Coordinator and technically to the Children Protection Coordinator.
Major Responsibilities:
- Manage the program activities in consistence with donor requirements and provide technical support, oversight and leadership to the Child Protection team.
- Represent IRC with key actors in Zaatari, Azraq, and Amman if needed; including NGOs, UN and government partners in Zaatari, Azraq and in Amman alongside the Field Coordinator and Child Protection Coordinator.
- Provide technical inputs to the design and implementation key child protection interagency mechanisms
- Maintain close coordination and collaboration with UNICEF, UNHCR and other organizations
- Contribute to strategic planning and design for broader child protection efforts in Zaatari, Azraq and other locations
Program Implementation
- Supervise and provide technical support to the team in the implementation of child protection in emergency activities, particularly regarding the implementation of case management activities, alternative care arrangements, BID panels, foster parenting and mentoring skills training in accordance with international child protection standards.
- Supervise the implementation of the CP IMS and the ensure the respect of data security standards
- Close monitoring of progress on achieving program’s indicators; and taking corrective actions whenever needed.
- Liaise with other IRC Program Managers to ensure cohesiveness in approach and linkages and referrals among different programs as appropriate
- Budget management and assuring appropriate and timely spending of grants to achieve program goals
- Ensure timely donor, internal and external reporting contributions
- Actively contribute to proposal writing and budget /strategy development
- Monitor the quality of the program at large, case management in particular and contribute to lessons learned
- Work with relevant program staff on the process of handing over of the program to a local organization.
Staff Management and Development
- Coach, train, and mentor Child Protection team and volunteers with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
- Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
- As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment
- Provide constructive feedback and counsel on appropriate career paths and professional development.
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
- Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.
- Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs in Zaatari and Azraq.
- Any other duties as assigned by the supervisor to enable and develop IRC programs.
Job Requirements:
Education: Graduate degree in International Development, or similar relevant social science.
Work Experience:
- At least five years of managerial experience of which two years are working in child protection humanitarian program implementation environments.
- Must have experience in managing Unaccompanied and Separated Children in refugee camp context.
- Proven experience supervising and providing case management services, representation and liaison with external parties, BID panels, and establishing alternative care arrangement and mentoring strategies.
