UNICEF Cambodia: Request for Proposals for a study on community care practices

The purpose of this consultancy is to build knowledge about the different forms of, and approaches to, arranging alternative care for children in communities in Cambodia, including pagoda-based care. The results of the study will strengthen the evidence-base for the child care sector reform, which will be supported by UNICEF and the Family Care First Cambodia initiative of USAID. As part of the Country Programme Action Plan, the Government and UNICEF have agreed to an ambitious target of a 30 per cent reintegration of the number of children in residential care institutions in the provinces of Phnom Penh, Siem Reap, Battambang, Kandal and Preah Sihanouk by 2018. Hence, there is a need to better understand the practices of family and community-based care alternatives in view of contributing to the government’s overall commitment to reintegrate 30 per cent of children from residential care.
