UNICEF Rwanda International Consultant: Assessment of the situation of children and young adults with disabilities in institutional care in Rwanda

The purpose of this consultancy is to conduct an assessment of institutions providing care and accommodation for children and young adults with disabilities in Rwanda. The assessment will be used as a basis for advocacy, policy and programme development both for children in institutional care and for children with disabilities living in their communities.

Specific objectives include:

  1. Assess and map institutions for children and adults with disabilities

  2. Assess the number of children with disabilities and the capacity of institutions for future design of appropriate alternative care like family re-integration and special homes;

  3. Collect and analyse data on practices of care of children with disabilities in institutions, involvement and support from the extended family, society and state.

  4. Collect and analyse data on the accommodation needs of children with disabilities in educational establishments, identify practices of including children with disabilities in the educational process and identify barriers to inclusion.

  5. To lean more on the rationale for admission of children with disabilities in institutions, analyse the existing procedures for identifying a child’s disability, referral pathways for services as appropriate, treatment and follow-up.
