Under the guidance and direct supervision of the Senior Adviser, End Violence Against Children, the Monitoring and Evaluation Specialist will work with the members of the Secretariat supporting country engagement and partnership develop in monitoring and evaluating results against the results-framework, as well as those managing the Fund. S/he will also work closely with the partners at, both national and global levels.
Accountable for accurate, coherent and reliable up to date information and data on the performance of the Partnership at global and national levels against the vision, goals and results framework, including relevance, efficiency, effectiveness, sustainability, coverage, coordination and coherence. Data and evidence is generated and used to catalyze partnerships and collaborative consensus on advocacy and actions needed. Accountable for the accomplishment of the overall results by undertaking programme monitoring and evaluation; exercising an advisory role to members of the Partnership and its secretariat; and providing guidance, coordination and leadership in policy and strategy development.
Key Accountabilities and Duties & Tasks
- Accurate, coherent and reliable information collected and reported on the performance of the Partnership against the vision, goals and results framework, including relevance, efficiency, effectiveness, sustainability, coverage, coordination and coherence.
- Technical guidance and support provided for the collection of accurate, reliable and coherent information for the Partnership to effectively assess performance, with the involvement of key partners, in terms of progress towards key end-results.
- Effective partnerships are achieved in carrying out integrated planning of research, monitoring and evaluation activities within the Partnership at global and national levels.
- Integrated Monitoring, Evaluation & Research Planning (IMEP) is prepared and in place to provide Strategic priority and realistic plan of activities for M&E.
- Timely monitoring and measurement of changes in conditions are provided to partners to facilitate planning; assess the impact of the programmes and policies; and report on the progress being made. Mechanisms set up to seek feedback from partners on support provided to them, to secure their contribution and use of data and information collected and analyzed.
- Evaluation is designed and carried out with quality process and products in line with priority and Strategy. Evaluation findings, recommendations and reports are useful to improve programme performance and are effectively disseminated to partners.
- The monitoring and evaluation capacities of partners are strengthened, enabling them to increasingly engage in and lead monitoring and evaluation processes. The know-how of knowledge institutions is mobilized for monitoring and evaluation capacity enhancement as well as for an evidence-based policy change agenda on behalf of children.
- The awareness and understanding of the shared responsibility of M&E function among the all staff members are promoted and senior management are committed to it.
Impact of Results
In monitoring national efforts, progress against the strategy and the Work plan of the Secretariat, the incumbent will enable the Global Partnership to End Violence to demonstrate its value and impact on reducing violence against children, strengthening the evidence-base of Successful initiatives, ensuring accountability to the Partnership stakeholders and increasing funding streams towards effective interventions. In turn, this evidence will improve UNICEF's capacity to deliver on its goals to end violence against children and its commitment to Agenda 2030.
Qualifications of Successful Candidate
- Advanced university degree (Master's degree or equivalent) in social sciences or other related disciplines. *A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Practical training in programme management and evaluation, Survey and research analysis, or applied 5 statistical data analysis in Social Sciences.
- A minimum of eight years of progressively responsible experience in programme development and implementation, including monitoring and evaluation activities.
- Fluency in English (both oral and written) is required.
- Knowledge of French and/or Spanish is highly desirable.
