"30,000 children enter the care system every year, each with their own file filled with their life history, just like mine," writes Capes. "But few care leavers will ever see these files. The process of accessing them is lengthy and needlessly bureaucratic. I have friends whose files have been lost or destroyed, leaving them with no records of their childhood whatsoever."
