The state of Andhra Pradesh in India is introducing a foster care scheme in which prospective adoptive parents will be given custody of children living in government- or NGO-run orphanages and institutions for a temporary period, according to this article from the Hindu. “The concept of foster care for a period varying from a few weeks to a month during summer vacation will act as an impetus for adoption of rescued children.
