A reported 127 babies under 6 months old have been placed with foster carers who are already approved to adopt since England's foster to adopt legislation was implemented three years ago. Under the new legislation, birth mothers may find temporary foster care arrangements turn into permanent adoption, with limited access to free legal advice.
