Data gaps on children in residential care leave the most vulnerable unaccounted for

On 1 June 2017, UNICEF issued a press release to expand on findings from a recent UNICEF article appearing in Child Abuse & Neglect. The article, "Estimating the number of children in formal alternative care: Challenges and results," estimates there are approximately 2.7 million children between the ages of 0 and 17 years living in institutional care worldwide. The press release, however, notes that this estimate "is just the tip of the iceberg, with wide gaps in data collection and accurate records found in the majority of countries." Many governments have yet to develop a system to adequately measure the number of children living in institutional care - especially for the most vulnerable of children residing in private or unregistered institutions.
