According to this article from the Times of India, all states in India, including Tamil Nadu, have been ordered by the National Commission of Protection of Child Rights (NCPCR) to send all children in child care institutions back to their parents within 100 days. The NCPCR has ordered officials to "prepare a child care plan and devise ways to strengthen their families," says the article. "It also asked all districts and child welfare committees to submit a report in cases where the children could not be sent home, the number of orphans under their care, those with single parents, and those who were admitted due to poverty."
