Description
The Howard League for Penal Reform is the oldest penal reform charity in the UK. The Howard League has undertaken a program of work to end the criminalisation of children living in residential care. As part of this program, the Howard League has published a series of briefing papers aimed at exploring the issue and offering recommendations and best practices for addressing the criminalization of children in care, particularly residential care, in the UK.
