Children without Parental Care in the Caribbean: Systems of Protection

Patricia Lim Ah Ken

WHAT:  A report on common challenges facing children without parental care in the Caribbean (CARICOM region).  It gives an in-depth understanding of why there is a lack of family-based preventative and rehabilitative services for children, and provides recommendations for improving, supporting, and financing family and community-based protection solutions.

WHO:  Government, policy makers and social and community workers responsible for the protection and welfare of children, including those who have come into conflict with the law.

WHERE:  While based on a review of the situation in ten countries of the Caribbean (CARICOM), the analysis and guidance in this report has wider relevance.

WHY:  Serves as an example of a country assessment of the situation of children in out of home care.  It includes a sample of successful models found in the Caribbean useful for learning, adaptation and adoption to improve national responses.
