Changing the Way We Care

The United Nations Guidelines for the Alternative Care for Children advance the Convention on the Rights of the Child, specifically to protect children who are deprived of parental care or who are at risk of losing family care. These guidelines shape how countries and individuals involved in the care of children approach both the prevention and provision of alternative care for children. With this backdrop, CTWWC, within the demonstration countries it which it works, aims to support governments and other actors involved in care and protection to assess and strengthen national care systems to progress towards the principles set out in the U.N. Guidelines, as well as other international guidance and best practices that contribute to sustainable, long-term solutions to promote children's wellbeing. 

What follows is an assessment framework with a series of assessment questions for countries interested in furthering care systems. It is intended as a participatory self-assessment and planning exericse to continue to improve national care systems. This assessment information can then be used to develop strategy and action planning towards improving systems of care. This document should be used together with CTWWC's Care System Assessment Guidance document.
