The Kenya Conference of Catholic Bishops (KCCB) is actively involved in supporting care reform efforts in Kenya, aligning with national policies that prioritize family-based care over institutionalization. A collaborative situational analysis between Changing the Way We Care (CTWWC) and KCCB was conducted in 2023, targeting 14 Catholic Church Children’s Charitable Institutions (CCIs) in Kisumu and Mombasa. This study aimed to gather data on CCI operations, the children they serve, and the challenges they face, to inform future care reform strategies. Key findings revealed that while most CCIs are owned by religious congregations and are committed to care reform, many struggle with issues like expired registration, overcrowding, and inadequate child-to-caregiver ratios. Additionally, the main reasons for child admission into these institutions include access to education, health care, and disability support, highlighting gaps in family and community services.
Most CCIs are exploring shifts toward family-based care, supported by recent training efforts and a strong partnership between KCCB and CTWWC. However, barriers such as funding shortages, logistical issues, and slow reintegration processes continue to impede progress. Recommendations from CCI managers include enhancing funding for care transition, providing training on family strengthening, and conducting awareness campaigns to prevent family separation. The findings underscore the Catholic Church's potential role in fostering family-based care in Kenya, with many CCIs envisioning future models that prioritize family support and sustainable reintegration of children.
