Former World Bank Economist and President of Maestral International, Philip Goldman, makes a compelling, data-driven case for the need for a paradigm shift in how Moldova approaches the financing of care and protection of its children. Mr. Goldman shares latest best practices in care reform including outlining the need for cash and care programming to not only alleviate the stressors on a household, but address the underlying psycho-social needs, needs of children with disabilities, violence and abuse in the household, and other risks factors affecting families. Highlighting the importance of investing in family-based care as an investment in the human capital of Moldova, Mr. Goldman, argues that an investment in family-centered social welfare is an important step towards Moldova’s path for joining the European Union.
