This brief presents the rationale, service model, and estimated costs for scaling up Early Childhood Intervention (ECI) services in Ukraine under the National Strategy to Ensure Every Child's Right to Grow Up in a Family Environment. It explains how multidisciplinary, family-centred services support children under four years of age with developmental delays, disabilities, or risks of developmental impairment by strengthening parental capacity and promoting children's inclusion in family and community life. The publication projects national service expansion between 2025 and 2029, estimating that approximately 36,700 children will require early intervention annually and setting a target of reaching 80% of children in need by 2029. It provides detailed estimates of workforce requirements, capital and operational costs, and guidance for national and local authorities on budgeting and planning service expansion. The brief concludes by outlining the core principles of high-quality early intervention, including early access, family-centred practice, accessibility, multidisciplinary service delivery, and child participation.
